Electrical Consultants, Inc. (formerly Relay Application Innovation, Inc.) provided consultation services to Enel through Stantec for the detailed development of the protection and integration system design for Goodwell Wind Project’s 115 kV substation. ECI developed the necessary device settings for the integration and control system. This included settings in the relays and associated auxiliary communication equipment. We obtained the necessary system parameters from Enel and developed a fault and coordination study model of the connected source, the substation, and the connected generators. ECI developed the complete relay settings, including all of the relay logic for the protection system. This included settings in the relays and associated auxiliary equipment. The settings provided protection for the substation equipment and interconnecting lines. All settings were documented electronically, showing all calculations and source of information to determine settings. Additionally, we developed settings for the 115kV capacitor banks to meet the specifications provided in Stantec’s Goodwell power flow studies. ECI designed the system using Station Viewer to show a one-line diagram, alarm points, relay targets, and trending. It also provided remote engineering access to the relays from within the end users’ network. ECI developed the DFR settings to include 52A statuses from all breakers, currents from all breakers, and voltages from all busses.
