Hooper is a city located in Weber County, Utah, approximately twenty-five (25) miles north of Salt Lake City, Utah.

The City of Hooper widened approximately one (1) mile of roadway along 4700 West to include a new turning lane and provide for adequate road width. This project was to support the growing traffic needs in this community.

ECI’s Land Services Department was contracted to provide Right of Way Services in support of the road widening project. ECI researched land title and conducted routing options closely with the city engineering team to identify and resolve any road widening issues.

ECI negotiated and acquired the rights of entry and permanent easements for the project, as well as processed compensation to the landowners through the ePM system while adhering to the Federal Funding process and guidelines. In addition to providing Right of Way Services, ECI supported construction and settled construction damage issues and provided updates for ProjectWise. The project impacted both residential and agricultural properties, in addition to crossing over several irrigation canals.

ECI worked with the City of Hooper, Hooper Irrigation, Wilson Irrigation, Layton Canal and several landowners in the area to ensure input from stakeholders was incorporated throughout the project.
