ECI and EPCS provided the design/build for the 230-34.5 kV Loving/Hazlehurst Substation to support a 52.5 MW solar generation facility. The design included a 61 MVA power transformer, (1) line side 230 kV motor-operated disconnect switch and primary 230 kV SF6 gas power circuit breaker ahead of the main power transformer. One (1) 34.5 kV secondary main 34.5 kV manually operated disconnect switch was installed on the secondary side of the main power transformer. The station would include one (1) 34.5 kV circuit breaker for protection of a single overhead distribution line collector feeder with one additional bay with circuit breaker to serve a 12 MVAR capacitor bank equipped with a CapSwitcher.
The 230 kV line relay protection at the substation coordinated with Georgia Power protection and communications schemes. Primary metering equipment for the Hazlehurst II Solar Project is located in the Georgia Power Switchyard approximately three hundred (300) yards from the project.
The project included the design and build of a short 230 kV tie with approximately 43 steel poles and one underground crossing of HV lines within the ROW, consisting of (3) 1250 kCM cables and triple risers at each termination due to the ~1000 amp rating required. The design included fiber optic shield wire for 34.5 and 230 kV.
