We are pleased to announce that James Couts, PLS, PE, PMP, has accepted a promotion to Director of Survey and Right of Way.

A second-generation surveyor and 27-year veteran of the profession, Couts has contributed to ECI’s land surveying success for over 12 years.

Couts is a licensed Professional Land Surveyor (PLS) and a registered Professional Engineer (Civil). He has also been recognized as a Certified Federal Surveyor (CFedS) and received his Project Management Professional (PMP) certificate and a certificate in Engineering Leadership from the University of Notre Dame’s Mendoza College of Business.

Couts will continue to build ECI’s survey capabilities, including conventional, GPS, terrestrial scanning, ground penetrating radar, and UAS LiDAR and imagery. Couts will also lead, oversee, and develop ECI’s Right of Way services. As Director of Survey and Right of Way, Couts will grow ECI’s ability to support our clients and partners with these services.

Couts resides in Roy, UT, with his wife and seven children, where he enjoys outdoor activities, volunteering in the community, and working with various professional organizations. Significant to him is the time he spends coaching his children in basketball and, in 2022, was the Junior Jazz Coach of the Year.
